Planning for Midland’s Future
2026 Strategic Management Plan
Follow the Borough’s Strategic Management Planning Program — the reports, development updates and visuals behind Midland’s plan for stronger, more sustainable services.
About the Program
A roadmap for a stronger Borough
Midland is participating in Pennsylvania’s Strategic Management Planning Program (STMP), offered through the Department of Community and Economic Development’s Governor’s Center for Local Government Services. Working with consultants Grass Root Solutions, Borough Council and staff are taking a close look at Midland’s finances and day-to-day operations to build a multi-year plan that keeps services strong and sustainable.
The plan has been delivered in stages. The Step 3 Management Review examines each major area of Borough operations and makes 83 recommendations. Steps 4 and 5 turn that review into a Multi-Year Plan Strategy, built around five priority goals with action steps, responsibilities, timelines and financial impacts, and a Multi-Year Implementation Strategy for putting the plan into action. A Summary of Recommendations condenses all 83 recommendations into a quick-read format.
